Many business owners search for "VAT registration in Dubai" or "VAT registration in Ajman" and expect a different process in each emirate. In fact, VAT is a federal tax. It is managed by one authority, the Federal Tax Authority (FTA), and the rules, thresholds and online process are the same across all seven emirates.
This guide explains what is the same everywhere, what can differ in practice, and how to register wherever your business is based.
What Is the Same in Every Emirate
- One authority: the FTA handles all VAT registrations, whether your licence is from Dubai, Abu Dhabi, Ajman, Sharjah or another emirate.
- One platform: applications are made online through the FTA's EmaraTax platform.
- Same thresholds: registration is mandatory when taxable supplies and imports exceed AED 375,000 in the past 12 months, or are expected to in the next 30 days. Voluntary registration is possible above AED 187,500.
- Same cost: the FTA does not charge a fee to register.
- Same rate: the standard VAT rate is 5% everywhere in the UAE.
- Same processing time: the FTA lists 20 business days from receipt of a complete application.
What Can Differ in Practice
Your trade licence
Your trade licence is issued by the licensing authority of your emirate or free zone, such as the Department of Economy and Tourism in Dubai or the economic department in Abu Dhabi, Ajman or Sharjah. You upload this licence with your VAT application, so make sure it is valid and that the legal name, activities and owners match the rest of your documents.
Free zones and designated zones
Free zone companies register for VAT in the same way as mainland companies. However, some free zones are classed as "designated zones" for VAT, where special rules apply to certain movements of goods. If your business trades goods in or out of a free zone, check whether your zone is a designated zone before you file returns.
In-person help
Registration is online, but the FTA also lists approved Tas'heel service centres in several emirates, including Dubai, Abu Dhabi and Sharjah, where staff can help taxpayers submit applications. You can also authorise a registered tax agent to apply for you.
Registration by Emirate: Quick Notes
- Dubai: the largest number of VAT registrants. Mainland licences come from the Department of Economy and Tourism; many companies are in free zones such as DMCC or JAFZA, so check designated zone rules for goods.
- Abu Dhabi: same FTA process. Mainland licences are issued in Abu Dhabi; free zones such as KEZAD, ADGM and Masdar have their own licensing.
- Ajman: same FTA process for mainland and Ajman Free Zone companies. Small and growing businesses often register voluntarily once they pass AED 187,500.
- Sharjah: same FTA process for mainland and free zone companies such as SAIF Zone, Hamriyah and SHAMS.
